DMG and the Washington State Department of Transportation (WSDOT) receive the International Road Federation's Global Road Achievement Award in Maintenance Management. The Maintenance Accountability Process (MAP), developed in conjunction with WSDOT, is an innovative approach to maintenance management. MAP arms WSDOT's maintenance department with the tools to clearly communicate to legislators and policymakers the outcomes of investments in the maintenance program. DMG is currently working with the Michigan Department of Transportation (MDOT) Transportation Asset Management Council (TAMC) to develop estimates of the total cost to operate and maintain public roadway facilities in Michigan. To accomplish this, we will complete three major tasks: 1) develop and document the typical cost-per-mile currently spent to maintain and operate roads in Michigan, 2) develop and document the typical cost-per-mile required to maintain and operate roads in a Fair to Good condition, and 3) determine the available revenues-per-mile currently provided to maintain and operate roads in Michigan. This information will permit both TAMC and MDOT to make reasonable and defendable comparisons of expenditures per mile compared to current and projected revenues of both per-mile and total-system basis.
The Federal Highway Administration (FHWA) recently hired DMG to assess performance-based prequalification for construction contractors. To accomplish this, we will evaluate the costs and benefits of performance bonding versus using performance-based contractor prequalification as its replacement, to various degrees. The final product will provide recommendations as to the cost effectiveness of performance bonds, guidance for state highway agencies who wish to develop and transition to a performance-based contractor prequalification system, and recommendations for how to best implement these systems.
DMG is assisting the California Department of Transportation (Caltrans) to initiate an access management improvement effort. To accomplish this, DMG is conducting fact-finding meetings with Caltrans' districts and program areas to gain an understanding of current practices and evaluate their strengths and weaknesses. Using this information, DMG will develop an action plan to improve access management policies, procedures, and practices and more effectively meet California's transportation goals.
